A release board is a board formed by the power of the probation law of 2001, and is authorized to release on probation a prisoner that has served two thirds of his sentence (as well as discussing the release of prisoners after serving half their sentence, according to the law for early probation, which is no longer valid).
A special release board discusses the release of prisoners serving life sentences whose sentences had been limited in time as well as prisoners who had been sentenced to long periods of imprisonment and served at least 25 years of their sentence, even if this period is not two thirds.
Additionally, a special release board (of different persons) can recommend to the president to limit the sentence of a prisoner sentenced to life. A regular release board – discusses all other prisoners.
The regular release board is comprised of: a judge (or a retired judge) + two public officials with a 5 year experience in the fields of criminology, sociology or any other therapeutic field + a representative of the IPS with no voting rights.
The special board is comprised of: a supreme court judge + two representatives with a 10 year experience in the abovementioned fields + a representative of the IPS with no voting rights.
